Three capitals have been launched… the state has been left without a single capital… the state secretariat in Amaravati, which is the capital, has also been taken hostage. Due to the many debts that were being brought in, they finally got a loan of Rs. 370 crores by pledging the state secretariat itself. After the division of the state, as part of the construction of the new capital, the then Chief Minister Chandrababu Babu also used the building complex built at a cost of Rs.700 crores for debts. The state budget is Rs.2.86 lakh crores. But, for just Rs 370 crore, the pledge of the Secretariat, the symbol of Navyandhra’s self-respect and the main venue for government activities, is a proof of the Jagan government’s thirst for money. The Secretariat has five blocks (buildings). Legislative Assembly and Legislative Council buildings are separate. At present, five blocks of the secretariat seem to have been mortgaged. It is reported that ICICI Bank was first approached for a loan. After ICICI decided that it was ‘not possible’, they went to HDFC. ‘Just showing the papers is not enough. HDFC Bank officials clarified that if the secretariat buildings are registered as collateral… we will give half of the total construction cost as a loan. With this… the secretariat buildings have been registered as mortgages to HDFC without any fuss.

It is known that Amaravati was blocked when Jagan came to power. In the end… the building complexes of All India Service officers and employees, which were 90 percent completed, were also left in the air. But… Recently, they released a Jio saying that the authorities are living in those buildings and have also paid rent of Rs. 70 crores to the CRDA. Suspicions arose at that time that living in unfinished buildings meant paying rent. The project was started by raising a loan with the condition that if the construction is not completed within the stipulated time, the loan amount will be repaid. Unable to pay the entire debt, they were then thought to have created false beings as if they were finished. But now the truth is out. It seems that the ‘rent’ play was played to get loans by pledging these buildings as well. It is reported that after the mortgage of the Secretariat buildings… the process of getting loan by mortgaging the buildings of the officials has also started.

Land acquisition was done for Amaravati during Chandrababu’s regime. Later, the Secretariat and Assembly were built and started in 2017. The High Court building was completed in 2019. The construction of IAS and IPS quarters is 90 percent complete. The rest of the employees’ quarters are 75 percent complete. The seed access road has also been completed except for some. Permanent secretariat buildings and judges’ quarters are under construction. Even though this happened… not a single brick fell in Amaravati. “It is a desert and a graveyard,” said YCP leaders. When they came to power… they seized Amaravati and got into debt with the lands and structures there. They tried to sell lands at Dondapadu and Picchukalapalem at Rs.4 crore per acre. But, with the three capitals issue already coming out, no one believed in Jagan’s government which did not have stable policies. Later the farmers of the capital approached the court and blocked the sale of land. Raising debts by pledging people’s assets and wealth is nothing new to the Jagan government. Liquor business in the state was pledged and brought debts of Rs.48 thousand crores. In Vizag, 13 government properties, buildings, lands and colleges were pledged and a debt of Rs.25 thousand crores was brought by APSDC. They got Rs.7000 crore by pledging the assets of the roads and buildings department. In the end.. they have brought the state to a predicament that will not end unless the state secretariat is taken as a pledge.
